KACTE Board Meeting Minutes KACTE Annual Meeting to Consider Bylaw Amendment, Resolutions, Elections The Annual Kentucky Association for Career and Technical Education (KACTE) Annual Meeting will be held at the Galt House East, Carroll-Ford Room, beginning at 5:30 p.m. on Monday, July 28, 2008. Light refreshments will be served, and the meeting is targeted to adjourn in time for KACTE member-attendees to pursue dinner options. The KACTE Annual Meeting is required by the association’s bylaws, and it has been held in past years at various times during the Annual Career and Technical Education Summer Program, this year to be held at the Galt House Hotels July 27-30, 2008. The past two years, the meeting was held during the Monday luncheon break, which caused conflicts with members preparing for Summer Program workshops and sessions beginning at 1 p.m. There will be no program conflicts with the 2008 KACTE Annual Meeting beginning at 5:30 p.m. The Summer Program Planning Committee voted to discontinue the reception held on Monday evening the last two years. VITAL BUSINESS will take place during the Annual Meeting convened by President Cherie Mingus, Central Hardin High School. She will present a review of her year as KACTE president, recognize her Board, and conduct the meeting, which will consider a bylaw amendment, three resolutions and election of 2008-2009 officers. The meeting will conclude with installation of the 2008-2009 KACTE Board, to be led by President Ahmed Sabie, Ph.D. Sabie will present his goals for the upcoming year. One bylaw amendment will be presented by Michael McMillen, Bluegrass Community and Technical College, KACTE Constitution and Bylaw Committee chair. At its April 25, 2008, meeting, the KACTE Board addressed the minimum of 20 members required to have a program area represented by a separate vice president on the KACTE Board. It was determined the current bylaws lacked specific direction how to handle such situations. McMillen will move to amend Article V, ELECTION OF OFFICERS to add explanatory language.
ARTICLE V E. Each service area with twenty (20) or more affiliate members shall appoint or elect its KACTE Vice President. The representative must be an ACTE/KACTE member. The term shall start August 1 following his or her appointment. A service area that falls below twenty (20) affiliate members shall have one year to raise membership or shall be placed under the New and Related service area. Any group of members wishing to start a new service area shall be represented by the New and Related Division VP until they have established twenty (20) or more affiliate members and have established a service area organizational structure. Upon meeting the requirements for representation as a service area on the Board of Directors, the service area may petition the board for approval to have a representative on the board.
Resolutions RESOLUTION 1 Teacher Supply and Demand in Career and Technical Education WHEREAS, Current data from Teacher Education programs, 2004-05 to 2006-07, indicate a decrease of 19 percent in the number of Pre-Service Teacher majors in Career and Technical Education Programs; and WHEREAS, during the same time frame, there was a decrease from 97 to 87 graduating seniors prepared to teach. The decease was noted in business/marketing, family and consumer sciences, and technology; and WHEREAS, there are limited numbers of teachers available for emerging occupations in Information Technology (IT), engineering and technology, health, and industrial education; and WHEREAS, the Career Pathway for Teaching and Training is not operational for certifying career and technical teachers in IT, health, engineering and technology, and industrial at the pre-service level; THEREFORE BE IT RESOLVED that the Kentucky Association of Career and Technical Education implement a protocol for working with various state agencies such as colleges and universities, Education Cabinet, school administrators, and guidance associations to promote Career and Technical Education and Training Career Pathway; and BE IT FURTHER RESOLVED that KACTE develop promotional and advocacy materials for the recruitment of students and teachers to pursue a career in Career and Technical Education with emphasis on helping students prepare for further education and careers noted as high skills, high wage, or high demand occupations. RESOLUTION 2 Promoting Industry Recognized Credentials and Certificates
WHEREAS, a highly skilled workforce is critical to the economic development of Kentucky; and WHEREAS, recent studies have indicated that employers are seeking high school graduates with competency certification; and WHEREAS, the Carl D. Perkins Act of 2006 calls for career and technical education to provide individuals with the capabilities to obtain high growth, high impact, or high wage employment; and WHEREAS, the recently adopted Kentucky State Plan for Career and Technical Education calls for programs of study (Career Pathways) and students who complete secondary and postsecondary programs are eligible to receive an industry-recognized credential, certificate, or an associate or baccalaureate degree; THEREFORE BE IT RESOLVED that the Kentucky Association for Career and Technical Education with the assistance of members, state universities, and administrative agencies develop a study to identify the various industry certifications available for students; and BE IT FURTHER RESOLVED THAT KACTE develop and distribute promotional materials to members, administrators, and legislators depicting the benefits and costs of industry certifications. RESOLUTION 3 Professional Development Opportunities for CTE Integration
WHEREAS, the National Center, universities, and ACTE are advocating collaborative projects integrating academic and career and technical education curricula, and WHEREAS, business and industry representatives have indicated career and technical education graduates need improved academic skills to be valued employees, and WHEREAS, recent projects integrating academics and career and technical education courses such as the Interdisciplinary Construction Geometry Course have generated positive feedback from involved instructors stating that students are achieving at a higher rate and have a better understanding of academic content; and WHEREAS, effective academic integration in career and technical education courses requires specific training for both academic and technical instructors; THEREFORE BE IT RESOLVED that the Kentucky Association of Career and Technical Education recruit academic and technical integration workshop presenters with expertise in the area of integration for Summer Program 2009, and BE IT FURTHER RESOLVED that KACTE market these workshops to secondary and postsecondary technical schools and their academic partners. Larry Helphinstine, Division of Career and Technical Education, Immediate Past-president and Nominations Committee chair, will present a slate of officer candidates. Additional candidates may be nominated from the floor if the individuals have met the qualifications specified in the KACTE Bylaws. The slate is: Ř President-elect – Dale Winkler, Montgomery County Area Technology Center Ř Treasurer (two-year term) – Mark Sims, Harrison County Area Technology Center Ř Secretary – To be announced In addition to those elected, the 2008-2009 officers will be Current President-elect Ahmed Sabie, Ph.D., who will be installed as president during the Annual Meeting. Current President Cherie Mingus will serve as Immediate Past-president. Sarah Raikes, Washington County High School, will continue her three-year term as ACTE Region 2 Representative. Sabie will announce the 2008-2009 KACTE Board, which will be installed at the Annual Meeting.
